Receipt of replacement of CXC certificate

I send an application for my daughter with payment through registered mail on February 6, 2019. I am still waiting for this certificate. How long do I have to wait?

I payed for a transcript. They sent me a tracking number, delivered to the wrong address. I created a ticket to speak to someone and 14 days later it’s still being processed.
